Here's a simple solution for the global collaboration problem: Educate the people on important issues like these! The government in democratic countries can still persuade the majority of people (and that's all you need) to take the right decisions IF THEY EDUCATE THEM ABOUT THE NEED OF THOSE DECISIONS.
