I think it's something to do with enrichment of the fissile U235 isotope. Small reactors need highly enriched uranium, which is not a problem where cost is a secondary consideration. Commercial, electricity generating, reactors need to run on natural or slightly enriched uranium to keep costs down. Unless the reactor is big, neutrons released from each fission will be more likely to escape than hit another U235 nucleus and criticality will not be achieved.
